Institutions and competencies

Waste management and the efficiency of waste management are ensured by the Government and the Ministry of Environmental Protection and Green Transition (MZOZT), by prescribing waste management measures, adopting legislation and strategic planning documents. 

Inspection supervision over the application of regulations in the field of waste management is carried out by the environmental protection inspection of the State Inspectorate of the Republic of Croatia.

One of the organizational units of the MZOZT is the Institute for Environmental and Nature Protection (former Croatian Agency for the Environment and Nature HAOP or Croatian Environment Agency AZO). The Institute collects and manages data in accordance with the Waste Management Act and by-laws, manages the waste management information system, prepares national reports in the field of waste management, and reports according to EU regulations in the field of waste management.

The Environmental Protection and Energy Efficiency Fund provides additional funds for the financing of projects, programs and similar activities in the field of environmental protection including waste management, has the authority to pass administrative acts regarding the payment of fees and special fees, and maintains a register of those liable to pay.

The executive body of the local self-government unit and the executive body of the regional self-government unit (counties and the City of Zagreb), are obliged to ensure the conditions and implementation of prescribed waste management measures in their area. Multiple units of local and regional self-government can, by mutual agreement, ensure the joint implementation of prescribed waste management measures.

At the regional level, the administrative bodies of the counties and the City of Zagreb are responsible for waste management. In municipalities/cities, tasks related to waste management are performed by different administrative bodies.
